Spill Prevention Control and Countermeasure Plan

 

The Spill Prevention Control and Countermeasure Plan (SPCC) is a federal environmental law (Title 40 CFR Part 112 of the Federal Water Pollution Control Act (FWPCA) amended by the Clean Water Act of 1977. The law requires owners or operators of onshore facilities that have discharged or, due to their location, could reasonably be expected to discharge oil in harmful quantities into or upon the navigable waters of the United States or adjoining shorelines to establish a SPCC plan. 

The trigger point for compliance is the volume of oil stored or transferred. Below ground oil storage of 42,000 gallons plus and above ground oil storage above 1,320 gallons in containers 55 gallons or greater. In addition, the SPCC plan requires to be certified by a professional engineer, periodic facility inspections and training.
